Formula & Official Bracket Lookup Method
- Select your IRCC-approved language exam (IELTS General Training, CELPIP-General, PTE Core, TEF Canada, or TCF Canada).
- Match each individual ability (Listening, Reading, Writing, Speaking) against the official IRCC score bracket for that specific exam.
- Determine the converted CLB (English) or NCLC (French) level for each of the four abilities independently—never average the four raw scores.
- Identify your minimum level across the four abilities (used by IRCC for program eligibility and Skill Transferability thresholds at CLB 7 and CLB 9).
- Sum the per-ability CRS language points using the Single (up to 34 pts/skill) or With Accompanying Spouse (up to 32 pts/skill) schedule.
How CLB and NCLC Levels Affect CRS Points
Why Individual Skill Levels Matter More Than Overall Band Scores
IRCC does not use overall test averages for Express Entry. Your Core Human Capital language points are awarded ability by ability, while Skill Transferability (up to 100 points) and French Additional Points (+25 or +50 points) depend on the lowest level achieved across all four skills.
Common Mistakes When Converting Language Scores
Applicants frequently mistake IELTS Academic or PTE Academic tables for immigration tables, or assume a 7.0 in IELTS Listening equals CLB 9 (IELTS Listening requires 8.0 for CLB 9, whereas Reading, Writing, and Speaking require 7.0).
Frequently Asked Questions
Can I combine test scores from two different sittings or two different exams?
No for a single official language. You must use a single valid test report form for all four abilities in your First Official Language. You can, however, use one English test (e.g. CELPIP) and one French test (e.g. TEF Canada) for your First and Second Official Languages.
What is the difference between CLB and NCLC?
CLB (Canadian Language Benchmarks) is the national standard used for English language proficiency, while NCLC (Niveaux de compétence linguistique canadiens) is the equivalent standard used for French language proficiency.
Which CLB level is required to maximize CRS Skill Transferability?
Achieving CLB 9 or higher in all four abilities of your First Official Language unlocks the top tier of Skill Transferability (up to 50 points with Education and up to 50 points with Foreign Work Experience).
